Hong Kong’s First Five-Year Plan – Recommendations of the Hong Kong Wetlands Conservation Association (HKWCA)

HKWCA welcomes the consultation by the Hong Kong Government on the formulation of the first Five-Year Plan. We agree with the strategic directions and action agendas for Hong Kong’s economic and social development over the next five years as outlined in the consultation document.


As United Nations Secretary-General António Guterres has pointed out, the Earth is facing two major interrelated environmental threats — climate change and biodiversity loss. Hong Kong’s first Five-Year Plan should therefore address both of these aspects.


The 5 main areas of our recommendations include:

  • Ecological civilisation construction in the Northern Metropolis

  • Natural ecosystems as blue-green infrastructure for the development of the Northern Metropolis

  • Integrating compensation for Northern Metropolis development into off-site ecosystem restoration

  • Long-term sustainable funding and management mechanisms

  • Collaboration with the Greater Bay Area to establish a breeding and release base for endangered Chinese turtle species
